Get the colors right and this costume reads instantly, because Dash wears the exact same supersuit as the rest of the Parr family: mostly red, with black only at the gloves, the boot-tops, and a brief-shaped panel over the hips, plus a thin gold belt at the waist and the Incredibles' black oval "i" logo, outlined in gold, on the chest. There's no cape on any of Edna Mode's suits β "no capes" is a running joke in both films for a reason.
The officially licensed jumpsuit above already has the belt and the emblem printed on, so you don't need to hunt down either separately. Add the gloves if the printed sleeve cuffs don't quite reach the wrist, and finish with the mask and, if needed, the wig. Black sneakers or shoes are all you need on the feet β the jumpsuit's legs already run black from the shin down, the same way Dash's do on screen.
If you'd rather build the look from separates instead of a single licensed jumpsuit, a plain red long-sleeve compression shirt and red compression leggings make the base, a pair of black compression shorts worn over the hips stands in for the brief panel, a gold elastic superhero belt covers the waist, and an Incredibles "i" iron-on patch goes on the chest. It's more assembly, but it sizes up easily for a lankier kid a licensed jumpsuit doesn't fit.

There's no adult-sized "Dash" costume, since he's a kid character, but the supersuit itself is identical across the whole Parr family. About Dash Parr from The Incredibles
Dashiell "Dash" Parr is the middle child of Bob and Helen Parr β Mr. Incredible and Elastigirl β and the fastest kid alive, able to run across water and up vertical surfaces without slowing down. He's ten years old in the first film and stuck hiding his power at a school where he can't even win a race without getting in trouble for it, which makes the family's return to superhero work the best thing that's ever happened to him.
